WhatsApp Business API Pricing in Pakistan (October 2026)
From 1 October 2026, Meta charges Pakistani businesses $0.0473 per marketing message and $0.015 per utility, authentication or service message on the WhatsApp Business API, with the first 1,000 service messages each month free for every business phone number. Your WhatsApp provider usually adds its own monthly platform fee on top of Meta’s message charges.
This guide explains what each message type costs, what changed in October 2026, what a typical Pakistani business might pay per month, and how to keep the bill down. If you want WhatsApp to answer and qualify enquiries for you, see our WhatsApp AI agents service.
WhatsApp Business API rates in Pakistan
Meta bills the WhatsApp Business Platform per message, based on the message category and the country of the person receiving it. These are the rates for recipients in Pakistan from 1 October 2026:
| Message category | What it is for | Price per message (USD) |
|---|---|---|
| Marketing | Offers, promotions, product launches, re-engagement | $0.0473 |
| Utility | Order updates, appointment reminders, delivery notices | $0.015 |
| Authentication | One-time passwords and login codes | $0.015 (international authentication $0.075) |
| Service | Replies to customers who messaged you first | $0.015 after 1,000 free per month |
Meta only charges when a template message is delivered. Rates can change, so check Meta’s current rate card before you budget for a large campaign.
What changed on 1 October 2026?
Two things changed for Pakistani businesses on 1 October 2026. First, the rate for utility, authentication and service messages went to $0.015 per message. Second, service messages and utility templates sent inside the 24-hour customer service window are no longer free without limit. Instead, Meta gives each business phone number 1,000 free service messages a month, and charges for the rest.
Reporting on the change noted that the same volume of these messages costs roughly 11 times more in Pakistan than in India. For businesses that reply to hundreds of customer chats a day, the free allowance runs out quickly, so it is worth checking your monthly message volume.
How much does the WhatsApp Business API cost per month?
The monthly cost of the WhatsApp Business API is Meta’s message charges plus your provider’s platform fee. Here is how Meta’s part adds up for three example businesses, using the October 2026 rates:
| Example | Messages per month | Meta charges (USD) |
|---|---|---|
| Clinic sending appointment reminders | 2,000 utility | 2,000 × $0.015 = $30 |
| Store answering customer chats | 4,000 service (1,000 free) | 3,000 × $0.015 = $45 |
| Brand sending one promotion | 5,000 marketing | 5,000 × $0.0473 = $236.50 |
Meta bills in US dollars, so the rupee cost moves with the exchange rate. Multiply the dollar figure by the current rate your bank or card charges to budget in PKR.
WhatsApp Business app vs WhatsApp Business API
The WhatsApp Business app is free and works on one phone with a few linked devices. It suits a small shop or clinic where one or two people reply by hand. The WhatsApp Business API has no app of its own. It connects WhatsApp to software, so several staff can share one number, messages can be automated, and an AI agent can reply at any hour.
- Choose the app if you get a manageable number of chats and reply personally.
- Choose the API if you need a team inbox, automatic replies, reminders, CRM links or an AI agent that qualifies leads.
What do WhatsApp API providers charge in Pakistan?
You reach the WhatsApp Business API through a provider, either a Meta Business Solution Provider or a platform built on top of one. Most charge a monthly subscription for the inbox and automation tools, and some add a small markup on each message. When comparing providers, ask three questions:
- Do you pass on Meta’s message rates at cost, or add a markup?
- What does the monthly plan include: team seats, chatbots, broadcasts, CRM links?
- Can I keep my number and message history if I leave?
How to lower your WhatsApp API bill
- Use the right category. An order update sent as a marketing template costs over three times more than the same message sent as utility.
- Send marketing to people who want it. Every delivered promotion is billed, so a smaller list of interested customers costs less and converts better.
- Use Click to WhatsApp ads for new leads. Meta’s pricing page lists a free entry point window of 72 hours when a customer starts a chat from one of these ads.
- Let an AI agent answer the first questions. Short, complete replies mean fewer back-and-forth messages per customer.
- Watch the 1,000 free service messages. Track how many you use each month so the bill has no surprises.
